Acivico were commissioned by Birmingham City Council to provide full design services together with Project Management, Quantity Surveying, Principal Designer and Clerk of Works services for the refurbishment of three 10 storey tower blocks in Birmingham from inception through to delivery and handover.

The works included essential structural repairs to the blocks, roof refurbishment, replacement of existing internal rainwater system with externally fixed system, replacement of windows to all flats, and curtain walling to staircases, enclosure of balconies and application of insulated render system to the blocks, lighting to communal areas and to roof parapet, and internal works including replacement of doors to flats with secure by design fire resisting doors, and  electrical works, external works and other associated works.

The works were delivered through two separate contractors who were on site at the same time carrying out works concurrently under a co-ordinated programme but under different forms of contract.

Achievements against targets

The project was made complicated by the clients arrangement of having two separate contractors working on site concurrently delivering separate packages of works through two separate Forms of Contract in order to obtain Green Deal ECO funding for some of the works.  Acivico managed both contracts including liaising between the two Contractors to ensure mitigate any instances where one contractor caused delay to the other.  The project was handed over in accordance with the clients programme and Green Deal funding secured.

Carillion were appointed directly through the client as the Councils designated Green Deal Partner to deliver all works associated with improving thermal efficiency including the new roof, curtain walling, insulated render and balcony enclosures and were managed on site by Acivico on behalf of the client.

Mansells (Balfour Beatty) were appointed through Acivico and the CWM Framework to deliver electrical works, window and door replacement and internal works to the flats and were the Principle Contractor.

On site management of the programme was critical because of the need to co-ordinate the works activities and the potential impact of delays on the operations for both contractors.

Delivery of the works were closely co-ordinated by the project manager with regular and close communication with the contractors, client and design team. Delays to the works were managed by close collaboration between all parties including the client representatives and both contractors and also with the Local Housing team where issues related to resident activities.

The completed works have greatly improved the conditions for residents within the blocks by the repairs to the structure of the blocks and the improvements to thermal efficiency.
